it has Hebrew and Arabic scripts
and from the Arabic scripts it says "Talifon"-telephone,that is
no wonder it has the rotating dials diagram

The language is hebrew, so it is probably Israeli.

The slot and the reverse lead me to believe that it is what is called a 'Gettone' in Italy.

It is a phone token, and the slot is unique to the phone system (Italian phone Gettones have three slots two on one side, one on the other.)
