Official coin identification

Salut, I have a coin which the face is fairly worn so that the last number of the date is difficult to see. For me it is a 3, and when asked a local coin collector, he agree with me that it was a 3. When I asked him the value of this coin, and after seeing its value and rarity, he then said that it was impossible and that someone must have altered an 8 to look like a 3.
SO IS THERE ANY ORGANISATION THAT CAN OFFICIALLY IDENTIFY MY COIN?
