Unknown coin blank

Unkown coin blank found in UK size of George the third shilling very smooth no detail on at all.But the strange thing about this one is it seems to have a silver core coated in copper then coated in another layer of silver seems a lot of work for this to be a forgery or token

Any ideas would be gratfuly recieved
